Which credit card lounge network is best?

It depends on your airports. Amex Centurion has the most locations and the richest food, Capital One has the newest and most design-forward lounges, and Chase Sapphire Lounges are large and amenity-heavy but fewer in number. The right answer is whichever network has a good lounge where you actually fly.

Do you need to fly a certain airline to use these lounges?

No. Capital One, Chase Sapphire, and Amex Centurion lounges are card-based, not airline-based, so any same-day boarding pass plus the eligible card gets you in, regardless of which airline you are flying.
